My Farewell Speech !
At this stage I may also point out that the National Law Schools of India University, Banglore in particular the Director Prof. A Jaya Govind who is also a member of the ICADR, Banglore Regional Centre, has extended full co-operation with the working of the ICADR and with their assistance we have been able to introduce a Diploma/ Degree Courses in Arbitration and Conciliation. In this way, students who have passed this course will have an opportunity to have training from the ICADR Regional Centre at Banglore, so that they can be appointed as Arbitrators/ conciliators. With the help of the Govt. I.C.A.D.R. has conducted training programme for ladies by Hon’ble Shri Justice N. Santosh Hegde, Judge Supreme Court and for P.W.D. Engineers and transport Department officers, and now we are also starting a course for the training of students and graduates and experts from different departments like P.W.D., Chamber of Commerce & Industry and such other orgnisations. They can undergo training so that the I.C.A.D.R. can take them into consideration while appointing Arbitrators through Courts or otherwise. We have also requested Government to provide an independent plan so as to have an independent building for the I.C.A.D.R. near Karnataka Judicial Academy which will help in the training programmes and effective implementation of the object of the I.C.A.D.R., which is a global body now. In this way, it will enhance the image of Banglore to compete with other cities in the country with regard to arbitration in inter-state and international disputes. I appreciate and record a sense of gratitude for the pattern, the Chief Justice of India and the Chairman of I.C.A.D.R. Dr. H.R. Bhardwaj, Hon’ble Union Law Minister.
I also appreciate the service rendered by the past editors and present editor in publishing and releasing Karnataka Series of ‘Indian Law Reports’ in time. I hope that under the guidance of brother justice S.R. Nayak and other members of the Karnataka Law Reporting Council the good work will be continued.
I will be failing in my duty if do not make a mention about the efforts made by my former brother Judges Justice T.S. Thakur, who is now in Delhi, Justice H.Rangavittalchar, and Justice A.V. Srinivasa Reddy, who were the members of the earlier Committee and also brother Judges Sri, N. Kumar and Sri. A.C. Kabbin in getting the High Court library renovated at a huge cost of more than a crore of Rupees. A special mention should be made about Sri. Prakash, Assistant Executive Engineer, in addition to Sri. K. Udaya, Chief Architect and Sri. Muninarayanaswamy, in-charge Chief Engineer who has taken meticulous care in the renovation work and with the assistance of his colleague, contractor and their team have done wonderful work within a reasonable time
